AITI, IDA and MCMC Continue to Cooperate to Cater Spectrum Resources for Mobile Broadband Service


With the increase in data traffic, the demand for more bandwidth continues to grow for both wired and wireless technology. This is due to numerous online applications, services and at the same time increase in the number of users. The Authority for Info-communications Technology Industry of Brunei Darussalam (AITI), Info-comm Development Authority of Singapore (IDA) and Malaysian Communications and Multimedia Commissions (MCMC) continue to cooperate on the spectrum coordination between the three countries and to accommodate future spectrum requirement for radiocommunication services.
Through the strong ties, the three countries have accomplished significant milestones on the harmonisation of radiofrequency spectrum for mobile broadband service with the signing of a Record of Intent (ROI) on the Sub-band plan of the 2500 MHz – 2690 MHz frequency band for Mobile Wireless Broadband Access Services.
The ROI allows the three countries to utilize the 2500 MHz – 2690 MHz frequency band on a full band sharing basis of blocks to ensure efficient utilisation of the scarce resource as well as ensuring that future services do not interfere with each other at the common border areas through technical coordination. This band is one of the bands identified by the International Telecommunication Union (ITU) for future IMT-Advanced, other bands identified include the 800 MHz and 1800 MHz bands.  One of the technology available in this band is the “Long Term Evalution (LTE)” which can provide high speed broadband through wireless.
The signing was in conjunction with the 844th Frequency Assignment Committee, Singapore, Malaysia and Brunei Darussalam (FACSMAB) Meeting and 13th FACSMAB Review Meeting  hosted by MCMC in Kuala Lumpur, Malaysia. The ROI was signed by Hj Yahkup Hj Menudin, Chief Executive of AITI, Mr Leong Keng Thai, Deputy Chief Executive & Director-General of IDA and Dato’ Mohamed Sharil Tarmizi, the Chairman of MCMC.
Other achievements of the three regulators on the spectrum management is the development of FACSMAB website which can be viewed through It provides information to the public on the FACSMAB activities and spectrum issues discussed among the three countries.
FACSMAB holds monthly coordination meeting from January to December every year. Activities of the committee are frequencies, all coordination and assignment registration for stations along the designated areas, resolving reported interference cases, frequency planning for future services and harmonization of existing band plans. All processes carried by this committee conform to the Constitution and Convention of the ITU and its Radio Regulations.
