ADGSOM-ATRC JWG Meeting 2024

Menekankan Kepercayaan dan Inklusiviti:  Tema Utama 2024 ASEAN Digital Senior Officials’ Meeting and ASEAN Telecommunications Regulators’ Council (ADGSOM-ATRC) Joint Working Group (JWG) Meeting and Related Meetings with Dialogue Partners, International Telecommunication Union (ITU) and Asia-Pacific Telecommunity (APT)

The 2024 ASEAN Digital Senior Officials’ Meeting and ASEAN Telecommunications Regulators’ Council (ADGSOM-ATRC) Joint Working Group (JWG) Meeting and Related Meetings with Dialogue Partners, International Telecommunication Union (ITU) and Asia-Pacific Telecommunity (APT) telah dirasmikan pada 25 Jun 2024 bertempat di The Rizqun International Hotel, Bandar Seri Begawan dan dijadualkan untuk berlangsung mulai 25 hingga 27 Jun 2024.

Yang Mulia Awang Haji Hairul Mohd Daud bin Haji Abdul Karim, Timbalan Setiausaha Tetap (Infokomunikasi), Kementerian Pengangkutan dan Infokomunikasi selaku Ketua ADGSOM bagi Negara Brunei Darussalam, dalam ucapan alu-aluan beliau menekankan kepentingan kepercayaan dan keterangkuman untuk diselaraskan dengan tema Mesyuarat Menteri Digital ASEAN (ADGMIN) Ke-4 iaitu "Membina Ekosistem Digital yang Inklusif dan Dipercayai". Beliau menekankan kepentingan memupuk kerjasama di kalangan ASEAN dalam aspek infrastruktur digital sektor awam, pembangunan tenaga kerja yang berkemahiran digital, serta membina kedayatahanan dan ekosistem digital yang dipercayai. Ini boleh dilihat melalui keupayaan kumpulan kerja dalam membincangkan status pelaksanaan projek-projek di bawah ADGSOM-ATRC 2024 dan menerokai cadangan projek-projek bagi work cycle 2025. 

Seterusnya, acara diikuti dengan ucapan pembukaan daripada pengerusi bersama mesyuarat tersebut, Puan Evelyn Goh, Pengarah Infocomm Media Development Authority (IMDA), Republik Singapura dan Puan Phavanhna Douangboupha, Timbalan Ketua Pengarah, Kementerian Teknologi dan Komunikasi, Lao PDR.

Mesyuarat dihadiri oleh perwakilan dari negara-negara ahli ASEAN, ITU, APT, negara-negara Rakan Dialog, Timor Leste sebagai pemerhati, dan Sekretariat ASEAN.

The 2024 ADGSOM-ATRC JWG Meeting and Related Meetings with Dialogue Partners, APT and  ITU diadakan bagi menyelaraskan pelaksanaan projek-projek dan aktiviti di bawah ADGSOM-ATRC work cycle 2024, dan untuk membincangkan inisiatif ADGSOM-ATRC yang baharu bagi work cycle 2025. Mesyuarat berkenaan turut membincangkan kemajuan yang telah dicapai dalam melaksanakan Pelan Induk Digital ASEAN 2025 (ADM2025) dan cadangan-cadangan yang digariskan di bawah ADM2025 Mid Term Review, serta persediaan untuk 2nd ADGSOM-ATRC Leaders’ Retreat yang dijadualkan untuk diadakan pada akhir tahun ini.

Sebelum mesyuarat tersebut berlangsung, perwakilan negara-negara ahli ASEAN telah menghadiri mesyuarat ASEAN Network Security Action Council (ANSAC), yang bertanggungjawab terhadap menyelaraskan aktiviti-aktiviti kerjasama berkaitan keselamatan siber ASEAN dalam sektor digital; serta mesyuarat Sub-Working Group on Spectrum Management (SSM) dan Bengkel ASEAN SSM – GSMA spectrum yang antara lain membincangkan isu-isu berkaitan pengurusan spektrum bagi ASEAN.

The 2024 ASEAN Digital Senior Officials’ Meeting and ASEAN Telecommunications Regulators’ Council (ADGSOM-ATRC) Joint Working Group (JWG) Meeting and Related Meetings with Dialogue Partners, International Telecommunication Union (ITU) and Asia-Pacific Telecommunity (APT) was officiated on 25 June 2024 at the Rizqun International Hotel, Bandar Seri Begawan and is scheduled to be held from 25 until 27 June 2024.

Yang Mulia Awang Haji Hairul Mohd Daud bin Haji Abdul Karim, Deputy Permanent Secretary (Infocommunications), Ministry of Transport and Infocommunications (MTIC) in his capacity as ADGSOM leader of Brunei Darussalam, in his welcoming remarks emphasised the importance of trust and inclusivity to be aligned with the 4th ASEAN Digital Ministerial Meeting (ADGMIN)’s theme of “Building an Inclusive and Trusted Digital Ecosystem”. He highlighted the importance of fostering collaboration within ASEAN on digital public infrastructure, digitally-skilled workforce development, as well as building resilience and trusted digital ecosystem. This reflects the working group's ambit in advancing discussions regarding the implementation status of the 2024 ADGSOM-ATRC's projects and delving into the project proposals for the 2025 work cycle. 

This was followed by opening remarks delivered by the co-chairs of the meeting, Ms. Evelyn Goh, Director of the Infocomm Media Development Authority (IMDA), Republic of Singapore and Ms. Phavanhna Douangboupha, Deputy Director General of the Ministry of Technology and Communications (MTC) of Lao PDR. 

The meeting was attended by representatives from the ASEAN Member States, ITU, APT, Dialogue Partner countries, Timor Leste as observer, as well as the ASEAN Secretariat.  

The 2024 ADGSOM-ATRC JWG Meeting and Related Meetings with Dialogue Partners, APT and ITU were conducted to coordinate the implementation of the 2024 ADGSOM-ATRC work-cycle’s projects and activities, and to discuss new ADGSOM-ATRC initiatives for the 2025 work-cycle. The meetings also discussed the progress made on implementing the ASEAN Digital Masterplan 2025 (ADM2025) and the recommendations outlined in the ADM2025 Mid Term Review, along with the preparation for the upcoming 2nd ADGSOM-ATRC Leaders’ Retreat which is scheduled to be held later this year. 

Prior to the meeting, ASEAN Member States attended the ASEAN Network Security Action Council (ANSAC) meeting, which coordinates ASEAN cybersecurity cooperation activities in the digital sector as well as the Sub-Working Group on Spectrum Management (SSM) meeting and the ASEAN SSM - GSMA spectrum workshop, that is involved in discussing spectrum management issues for ASEAN.
