Competition Management

AITI’s plays a key role in promoting fair and sustainable competition in Brunei Darussalam's telecommunications sector.  Through regular market reviews and regulatory measures, AITI works to ensure a level playing field for service providers and better choices for consumers.

As part of this role, AITI carried out a Market Review in 2021/2022, covering both the retail and wholesale telecommunications markets. The review assessed the level of competition, market structure, and whether any market players held dominance or Significant Market Power (SMP).

Key findings:

  1. Retail telecommunications market: No Market Players were found to hold SMP or to be dominant. Barriers to entry were assessed as low, with minimal need for ex-ante regulation.
  2. Wholesale telecommunications market: Unified National Networks Sdn Bhd (“UNN”) was found to hold SMP, being the sole supplier of wholesale infrastructure and services.

Following these findings, on 20 February 2023, AITI introduced a set of regulatory instruments to facilitate effective competition, ensure fair and non-discriminatory market conduct, and mitigate the risk of monopolistic or dominant behaviour:
